A ring of water canals is placed around the outside of the platform. The meaning of the ring water is Yong, which means perfection. The water in the canal flows continuously all year round, and it also means the perfection of the king's teachings.

The entire group of buildings forms a dual layout of a round water square courtyard and a round base square pavilion.

There are two small square rammed earth platforms on each of the four corners of the uppermost level of Piyong. A large-scale square room is built on the central platform, called the "Taishi". In addition, a small room is built on the small rammed earth platform at the four outer corners. Together with the Taishi, it forms the five rooms on the upper floor of the central building.

In the middle layer of Piyong, one hall is built on each side of the platform. These four halls are Mingtang, Qingyang, Zongzhang, and Xuantang. The five rooms on the upper floor and the four halls form nine rooms. The overall structure is majestic and solemn, full of grand beauty. .

The lower level of Piyong is the steps on all four sides, which are connected to the approach bridge across the water canal. There are only three approach bridges on the south side and two on the other sides.
